According to a filing with the United States Justice Department, Ukrainian President Volodymyr Zelenskiy’s office has hired an American law firm to advise on Western sanctions imposed following Russia’s invasion and to assist in engaging with U.S. authorities on policy topics.

 

 

Located in San Francisco Morrison & Foerster will advise Zelenskiy’s office on regulatory concerns “including the United States, European Union, and United Kingdom sanctions regimes,” according to a Monday filing by John Smith, a partner in the company. Smith worked as the Director of the Office of Foreign Assets Control (OFAC), which supervises American sanctions, at the Treasury Department before joining Morrison & Foerster. Since Russia’s invasion of Ukraine last month, the United States, the European Union, and the United Kingdom have implemented a series of sanctions against the Russian government, its financial institutions, oligarchs, and parliament. The petition did not specify whether the firm will provide advise on specific sanctions, but it is presumed that there are none. The firm stated that it will assist Zelenskiy in engaging with officials in the United States on evolving policy issues, but did not disclose further details.

 

Smith did not react to a request for comment when reached by phone. Certain advocacy work for foreign clients is required to be disclosed under U.S. law, and law firms, lobbyists, and others are required to comply. According to the database maintained by the United States Foreign Agents Registration Act, Morrison & Foerster has never been registered to represent a foreign entity.
